FINANCIAL ADMINISTRATOR

General Functions
  

Manages and oversees all financial and budgetary operations for assigned area of responsibility. Work is performed with limited supervision and is reviewed for achievement of desired results. Assignments may include enterprise-wide financial oversight, contract compliance monitoring, and performance evaluation of complex funding agreements involving multiple internal and external stakeholders.

Work is performed with considerable independence and the exercise of independent judgment under the general supervision of the department manager or other designated supervisor.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Monitors and manages all financial related activities within assigned area of responsibility.
  • Reviews and monitors financial agreements and contracts to ensure compliance.
  • Performs various revenue and expenditure projections and makes decisions based on the projections.
  • Monitors all revenue collections for assigned areas and disburses funds appropriately.
  • Oversees and coordinates the preparation and review of the Department operational and capital budgets.
  • Oversees the purchasing of goods and services for the Department.
  • Reviews financial reports for the Department for accuracy and financial decision making.
  • Assists in developing and implementing performance based measurements.
  • May hire, supervise, train, develop, and evaluate employees.
  • Performs other related duties as assigned.

Fiscal and Business Services

  • Monitors Tourist Development Tax (TDT) agreements and expenditures for compliance with applicable statutes, County policies, and contractual requirements.
  • Reviews Visit Orlando revenue classifications, expenditures, and supporting documentation for allowability and alignment with approved uses.
  • Reviews and monitors assigned portions of Visit Orlando’s work plan and budget to ensure compliance with approved funding allocations.
  • Assists with return on investment (ROI) and performance monitoring related to TDT-funded activities.
  • Supports preparation of quarterly leadership updates and annual reporting to the Board of County Commissioners regarding TDT uses.
  • Monitors procurement and travel-related expenditures for compliance with County policy and contractual provisions.
  • Represents the County in TDT-related meetings and coordinates with internal leadership and external partner agencies.
 
Minimum Qualifications
  

Bachelor's degree from an accredited institution.

Five (5) years of experience in financial or budgetary development.

In lieu of the degree requirements additional relevant experience may be substituted on a year for year basis.

Fiscal and Business Services

Bachelor's degree from an accredited institution in Accounting, Finance, Public Administration, Business, or related field.

Five (5) years of experience in:

  • Government accounting or auditing.
  • Public finance, Contract compliance.
  • Financial oversight.
  • Budgetary Development.
  • Reviewing complex funding agreements over $10M annually.

In  lieu of the degree requirements additional relevant experience may be substituted on a year for year basis.

 
Preferences
  

Fiscal and Business Services

CPA, or other relevant certification.

Experience with Tourism Development Tax programs, Destination marketing organizations  and Large-scale government contract oversight.

Master's degree in Public Administration, Finance, or related field.

Experience with Microsoft Office products.
