| General Functions |

The Communications Section manager facilitates, coordinates and creates strategies to the activities of the communications department. This is a highly specialized supervisory analytical, administrative work.
Work is performed with considerable initiative and independent judgment under the general direction of the Communications Manager. Performance is reviewed through observations, reports and achievement of desired results.

| Representative Duties /Assignments |
| |
Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.
- Assists in developing long and short-term strategic communications plan for the Orange County. Monitors and evaluates program effectiveness and implements changes required for improvement.
- Assists in planning, implementing and directing public relations strategies, policies and procedures.
- Develops and implements ongoing and special event projects.
- Ensures organizational initiatives and projects are successfully communicated to employees and external stakeholders.
- Plans, edits and reviews content for a variety of internal communications mediums, such as a staff intranet, monthly magazine or regular email bulletin.
- Acts as a liaison between agency personnel and the press. Write press releases and prepare information for the media.
- Directs all Communications Division staff and assists in managing day to day operations.
- Trains staff on effective public relations and media strategies. Advises staff on how to effectively build rapport with communities and the media.
- Direct social media team members to engage audiences across traditional and new media
- Coordinate with Mayor's Office to ensure consistency in messages across communication platforms and throughout agency materials.
- Performs other related duties as assigned.

| Minimum Qualifications |
| |
Bachelor’s degree from an accredited institution in Public Relations, Marketing, Communications, Public Administration, Business or closely related field.
Six (6) years of progressive management experience in communications, community relations, public affairs, community initiative or strategic issue management.
In lieu of the degree requirements additional relevant experience may be substituted on a year for year basis. |
