LEAD CODE COMPLIANCE INSPECTOR

General Functions
  

This position ensures the health and safety of Orange County communities through compliance with applicable zoning codes and regulations. This position is responsible for providing daily guidance to Code Compliance Inspectors regarding case management, code interpretation and performing delegation of other administrative functions from the Senior Code Compliance Inspector as needed.

Work is performed with considerable independence under the supervision of Senior Code Compliance Inspector. Performance is reviewed through observations, reports and results achieved.

 
Representative Duties /Assignments
  
  • Assigns and reviews daily work activities of Code Compliance Inspectors, inspection findings, and reports.
  • Performs the duties of a Code Compliance Inspector, to include:
    • Proactively monitoring assigned area(s) and investigate complaints received through personal observation, interviews, or citizen complaints. Covering additional areas, supporting targeted sweeps, or working non-standard hours to respond to community challenges.
    • Conducting initial and required follow-up inspections in a timely manner utilizing the division's mobile technology. Collect evidence and document findings consistent with legal requirements, division operating procedures, and work instructions.
    • Utilizing division tools and records to conduct research including property ownership, legal descriptions, non-conforming use files, conditions related to development approval, and building permit records including site plans and surveys to verify site location and code compliance.
    • Interacting and negotiating with citizens and business owners to achieve compliance with County Codes or provide alternative administrative action(s).
    • Preparing case files for presentation including correspondence, photographs and chronology of events.
    • Attending and making presentations to citizen groups, the Code Enforcement Board and/or Special Magistrate.
    • Responding to citizen questions concerning zoning and other County related issues. Providing resources to citizens regarding relevant County services and programs.
    • Supporting the division's assigned role with the County's Emergency Operations Center and activities related to various types of events and activations following direction from Management.
  • Coordinates the completion of special work requests/projects for the section.
  • Provides administrative and technical assistance to the Senior Code Compliance Inspector.
  • May serve as the Senior Code Compliance Inspector in the event of their absence.
  • Performs related work as assigned.
 
Minimum Qualifications
  

Graduation from high school or equivalent and four (4) years of experience in code enforcement, zoning, a field or investigative capacity, or an equivalent combination of relevant education and experience.

Must hold and maintain a Florida Association of Code Enforcement's (F.A.C.E.) Fundamentals of Code Enforcement certification and obtain the F.A.C.E Officer Safety and Field Applications certification within one (1) year of employment.

Must possess and maintain a valid Florida driver's license.

 
Preferences
  

Experience in communicating effectively with employees and the public while discussing, explaining and interpreting standards and codes.

Experience making presentations to groups or presenting cases in formal settings such as courts of government boards.

Familiarity with personal computers, Microsoft Office Suite.
