SENIOR CODE COMPLIANCE INSPECTOR

General Functions
  

This position ensures the health and safety of Orange County communities through compliance with applicable zoning codes and regulations. This position manages a team to ensure coverage and compliance objectives are achieved in their area, ensures effective lines of communication between field staff and management, and supervises and directs training of new employees to ensure consistency with standard operating procedures and guidelines.

Work is characterized by considerable independence, responsibility to exercise initiative and to carry all assignments through to completion. May also be asked to provide various community support roles through various programs or in the event of an activation of the County's Emergency Operations Center.

 
Representative Duties /Assignments
  
  • Prepares and reviews reports regarding Inspector and Lead Inspector work activities including inspections, incidents, area coverage, and timely responsiveness to citizen complaints.
  • Performs audits of section's work activities including quarterly field reviews with each Inspector/zone, random review of inspection reports, case files, and Inspector notes. Ensures staff actions comply with Division Standard Operating Procedures (SOPs), Administrative Regulation, Personnel Policies, etc.
  • Reviews Code Compliance Inspector activities to include completed workload, road logs, GPS vehicle data, time sheets, work orders, case files prior to hearing to ensure appropriate documentation, citizen contact, and timely action by the County.
  • Represents the County before the Code Enforcement Board and/or Special Magistrate and other County advisory boards as needed.
  • Supervises, trains, and develops Code Compliance Inspectors, conducts regular staff meetings, annual performance evaluations, staff education regarding Division field and administrative SOPs, adopted codes, applicable laws, rules and regulations, and orientation to ancillary County programs.
  • Actively fosters relationships with community groups and associations within their program and/or geographic area. Attends and makes special presentations to citizen groups while communicating effectively and clearly. Additionally, may interact with entities such as the Orange County Sheriff's Office, Chambers of Commerce, or Neighborhood Improvement Districts to coordinate community concerns or compliance/enforcement efforts.
  • Performs the duties of a Code Compliance Inspector, to include:
    • Conducting inspections for compliance with adopted codes, ordinances and state statutes regarding complex issues, troubled properties, or during high workload. Maintaining accurate records of inspection activities and violations.
    • Negotiating with citizens and business owners to achieve compliance to County Code or provide alternative administrative action (i.e., Variance, Special Exception, Rezoning, etc.).
    • Responding to citizen questions concerning zoning and other County related issues.
    • Supporting the division's assigned role with the County's Emergency Operations Center and activities related to various types of events and activations following direction from Management.
  • May serve as the Chief Inspector in the event of their absence, as determined by the Manager.
  • Performs other related duties as assigned.
 
Minimum Qualifications
  

High school or equivalent and six (6) years of experience in code compliance, zoning, a field or investigative capacity, or an equivalent combination of relevant education and experience.

Must hold and maintain a Florida Association of Code Compliance's (F.A.C.E) Fundamentals of Code Enforcement, Officer Safety and Field Applications, and obtain F.A.C.E. Legal Issue in Code Enforcement certification within one year of employment.

Must possess and maintain a valid Florida driver's license.

 
Preferences
  

Experience in communicating effectively with employees and the public while discussing, explaining and interpreting standards and codes.

Experience making presentations to groups or presenting cases in formal settings such as courts or government boards.
