RISK MANAGEMENT FISCAL ADVISOR

General Functions
  

Performs professional work providing countywide risk management and budget consultative services across multiple areas of expertise with an expanded scope of responsibility.

Work is performed with considerable independence under the general supervision of an Administrator and/or Assistant Manager. Performance is reviewed through observations, conferences, and results achieved.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Coordinates major programs, projects, and events from start to finish; independently resolves problems, responds to unplanned needs and events, takes initiative, follows through on assignments, demonstrates accountability, and may serve as a team leader.
  • Solves issues related to group processes and team performance; serves as a mentor, role model, and lead subject matter expert; and leads program development by providing training, support, and direction to team members.
  • Performs complex management, budget, and program support activities, including preparing budgets and user fees using cost allocation models, assessing service levels, conducting cost-benefit analyses and claims projections, and analyzing funding levels for claim reserves.
  • Develops computer programs, analytical reports, statistical trend analyses, benchmarks, and research studies to identify risk exposures and support safety inspections, training initiatives, claims management, and organizational performance measurement.
  • Exercises independent judgment in resolving non-routine matters and interacting with clients, stakeholders, and members of the public.
  • Assumes supervisory responsibility in the absence of the Administrator.
  • Directs the insurance application process by compiling data, obtaining required approvals, and submitting applications to the insurance broker.
  • Oversees policy administration activities to ensure accurate documentation and maintenance of insurance policies, endorsements, and applications.
  • Reviews and redlines contracts; analyzes contract scopes to determine appropriate insurance requirements; evaluates insurance documentation for compliance with contractual and departmental standards; and monitors ongoing compliance throughout the contract lifecycle.
  • Performs other related duties as assigned.
 
Minimum Qualifications
  

Bachelor degree from an accredited institution in Risk Management, Business Administration, Computer Information Systems, Finance, or a closely related field and three (3) years of analytical experience in risk management and computer analysis, insurance underwriting, or safety and loss prevention. In lieu of the degree requirements, additional relevant experience may be substituted on a year for year basis.

Must possess or obtain a State of Florida All-Lines Adjuster or Agent License within six (6) months of employment, or an Associate in Risk Management (ARM) designation or applicable safety certification within one (1) year of employment, depending on position responsibilities.

Knowledge of Microsoft Word and Excel.

 
Preferences
  

Knowledge of Microsoft PowerPoint, OneNote, and Adobe Acrobat.

Ability and willingness to learn additional internal software and complete required training.
