General Functions
  

This position provides strategic planning, direction, administration and management of all aspects of division operations/services to assist eligible low-income residents achieve a greater degree of self-sufficiency.

Work is performed with considerable independence and the exercise of independent judgment under the general supervision of the Deputy Director, Community & Family Services or other designated supervisor.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties; it is not the intent to capture all duties performed by this classification.

  • Provide administrative direction and coordination to division activities including planning, coordinating, development and implementation of division service delivery system.
  • Plan, develop, direct and monitor division’s budget by analyzing revenues and authorizing expenditures.
  • Develop and review division policies and procedures for compliance with County, State and Federal Regulations operational relevance and compliance to County, State and Federal statutes and guidelines.
  • Organize, plan and direct the activities of the assigned programs and the operation of community facilities for the division to ensure that services are provided to eligible residents of the community.
  • Serve as community liaison by addressing civic groups, organizations, and other interested parties regarding division programs and services.
  • Serve as liaison to the Community Action Board to communicate the division’s needs and program status.
  • Responsible for various personnel matters including hiring, discipline, training and development, performance appraisals and related activities.
  • Develop and negotiate contracts with state, federal, and private agencies.
  • Develop division goals consistent with community needs and Orange County policy.
  • Perform other related duties as assigned.
 
Minimum Qualifications
  

Master’s degree from an accredited institution in Human Services, Social Work, Psychology, Public Administration or a closely related field and five (5) years of experience in social service programs, or a Bachelor’s degree from an accredited Institution in Human Services, Social Work, Psychology, Public Administration or a closely related field and seven (7) years of experience in social service programs, to include three (3) years of supervisory experience. In lieu of the degree requirements additional relevant experience may be substituted on a year for year basis.
