General Functions
  

This key position provides leadership and oversight for the County's Real Estate Management Division, which is organized into five functional teams: Right of Way, Appraisal & GIS, Development, Leasing, and Asset Management. The incumbent ensures effective coordination across these teams and oversees the delivery of real estate services, including acquisitions, valuations, dispositions, leasing, and asset management, in support of County objectives and in compliance with legal and regulatory standards.

Work is performed under the supervision of the Division Director. Performance is reviewed through observation of work in progress and upon completion for achievement of desired results.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Provides leadership, coaching, and mentoring to Division staff and manages human resource functions, including hiring, performance evaluations, staff development, and workload management.
  • Oversees the full range of real estate services, including acquisitions, valuations, dispositions, leasing, title review, due diligence, complex negotiations, and legal proceedings, representing the County's interests.
  • Develops, prepares, and manages the Division's budget; ensures compliance with fiscal guidelines, approves related expenditures, and oversees procurement and management of contracted services.
  • Act as Division liaison in legal proceedings such as Order of Taking hearings, mediations and depositions, providing accurate information and ensuring the County's interests are clearly represented.
  • Serve as lead negotiator or primary liaison during complex real estate negotiations with outside agencies, legal representatives, property owners, and other stakeholders while facilitating agreements beneficial to the County. Represent the Division at Board of County Commission meetings.
  • Stay informed on real estate news and local market trends to assess potential impacts on the Division's workload and help anticipate the County's real estate and land use needs.
  • Establishes, implements, and refines operational procedures, team workflows, and utilization of project tracking and land management systems; recommends improvements to enhance efficiency and service delivery.
  • Coordinates with the County Attorney's Office to review legal documents, update templates, and ensure compliance with legal standards.
  • Reviews and evaluates work requests from County departments and Constitutional Offices, ensuring alignment with County policies and operational needs.
  • Represents the Division at County Commission meetings, internal and external coordination meetings, and various boards and committees.
  • Performs other related duties as assigned.
 
Minimum Qualifications
  

Bachelor's degree from an accredited institution and five (5) years of experience in the field of real estate, title, leasing and/or land use. Three (3) years of the required experience must have been in a supervisory role. In lieu of the degree requirements, additional relevant experience may be substituted on a year-for-year basis.

 
Preferences
  

A degree in business administration, public administration, real estate, legal studies, project management, planning, or urban studies.

Experience handling complex commercial real estate transactions, including public sector projects; conducting title examinations and resolving title defects; performing due diligence for commercial real estate transactions; and proficiency with or ability to learn project management and land management software such as Monday.com, Aurigo, ATIDS, Deed Plotter, GIS, and the County's Land Development Management System (LDMS).

Demonstrated ability to lead or substantially participate in complex negotiations with attorneys, developers, or stakeholders.

Strong project coordination, personnel management, and written and verbal communication skills with the ability to manage multiple complex projects simultaneously and effectively interpret, analyze, and apply governmental regulations.
