General Functions
  

The Human Resources (HR) Director works closely with County Administration to develop and implement an HR strategy that aligns with Orange County Government’s vision, mission, and goals while fostering an organizational culture built on innovation, collaboration and inclusiveness.  This role is responsible for providing strategic consultation to County departments and leadership on staffing plans, compensation, benefits, learning and development, and employee and labor relations. The HR Director leads the Human Resources Division to attract, develop, and retain top talent, boost employee morale, ensure equitable compensation and benefits, and ensure compliance with all County policies and applicable laws.

As a collaborative leader, the HR Director must work seamlessly with other departments and stakeholders, driving initiatives that align with and support the County's broader strategic goals. Success in this position requires building strong partnerships across the organization and ensuring HR strategies are integrated and cohesive.

 
Representative Duties /Assignments

  • Establishes the Human Resources’ vision and mission in collaboration with County Administration to support the County’s objectives.
  • Develops and implements both short and long-term Human Resource plans that address organizational needs.
  • Ensures consistent application of Human Resource policies, key strategic initiatives, and compliance with all federal, state, and local regulations.
  • Provides  leadership and guidance to the HR functions by overseeing talent acquisition, career development, succession planning, engagement, training, leadership development, employee and labor relations, compensation, and benefits.
  • Develops comprehensive strategic recruiting and retention plans that meet human capital needs to support departments’ operating models.
  • Responsible for overseeing the development and implementation of a comprehensive array of training programs that develop talent to support the skills gap within the organization.
  • Responsible for organizational development programs and initiatives that foster a high- performance culture, employee engagement and effectiveness at all levels of management and supervision.  
  • Serves as a  trusted advisor to County Administration and County leadership teams on organizational, management and employee relations matters.
  • Serves on the County’s Strategy Team for union contract negotiations.
  • Develops, manages, and monitors the Human Resources Division’s budget in alignment with County objectives and financial goals.
  • Responsible for a variety of human resources matters within the HR Division including hiring, discipline, training and development, ensuring fair and consistent application of policies and practices.
  • Performs other duties as assigned to support the County’s Human Resources objectives.
 
Minimum Qualifications
  

Bachelor's degree from an accredited institution in Human Resources Management, Business, Public Administration, or a closely related field and ten (10) years of varied human resources experience in a management or supervisory capacity, to include four (4) years of experience in a large organization including responsibility for union contract negotiations and administration. An equivalent combination of relevant education and/or experience may be substituted on a year-for-year basis.

Professional certification(s) in human resources or a closely related area.
