This role manages and oversees the Benefits, and Wellness section within the Human Resources Division. Provides leadership in the design, development and implementation of County Benefits, Wellness and Work-life programs. This position provides expert advice and counsel to County senior management regarding benefits and work-life issues. Resolves difficult and complex issues relating to HR programs, policies, procedures and performance.
Work is performed with considerable independence and the exercise of independent judgment under the general supervision of the Human Resource Section manager or other designated supervisor.

| Representative Duties /Assignments |

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.
- Partners with the Countys Medical Oversight Committee and the Countys Benefits consultant in the development, design and maintenance of the Countys self-funded medical plan to ensure that it is financially sound and continues to provide a valuable benefit to employees.
- Oversees the self-funded plans financial reconciliation for the Board of County Commissioners (BCC) and agencies covered by the medical plan.
- Monitors the cost and usage of benefit plans, wellness and work-life programs on an on-going basis and developing recommendations as appropriate.
- Coordinates the efforts of internal staff with external vendors and provides oversight, technical support, and auditing of data and fund transfers to external vendors and plan providers.
- Plans, administers, and coordinates wellness programs and events aligned with County wellness strategies; researches new initiatives, evaluates feasibility, assesses vendors and pricing structures, and makes recommendations to support successful programs that positively impact employee mental and physical wellness.
- Directs the benefits and wellness team in preparing for and conducting benefits information sessions, annual open enrollment, wellness screenings, health improvement initiatives, ongoing benefits education, communications efforts and related activities throughout the year.
- Works closely with benefits consultants to review programs and negotiate contracts, prepare and complete Requests for Proposals (RFPs), select new providers, confer with the Medical Plan Oversight Committee and brief officials on benefits plans.
- Administers multiple Benefits and Wellness services contracts while establishing and maintaining effective working relationships with plan providers and their representatives.
- Works with the Deferred Compensation Oversight Committee, the Deferred Compensation provider, Florida Retirement System and related Benefits providers on the design and delivery of programs targeted to engage, educate and improve employee financial wellness.
- Meets with the Human Resources Senior staff to review initiatives, address new human resources needs and actions, develop work plans and assignments and group plans and actions.
- Performs other related duties as assigned.

| Minimum Qualifications |
| |
Bachelor’s degree from an accredited institution in Health Care Administration, Human Resources Management, Business, Public Administration, or a closely related field.
Six (6) years of professional level human resources experience in benefits administration to include three (3) years supervisory/large project management experience.
In lieu of the degree requirements additional relevant experience may be substituted on a year for year basis. |

Master’s degree from an accredited institution in specified areas of study.
Professional certification in benefits or a related area.
Experience in a role that includes plan design and implementation benefit plans and health incentive programs.
