HOUSING & COMMUNITY SERVICES ADMINISTRATOR

General Functions
  

This role is responsible for management and coordination efforts relating to the Office of Tenant Services. This role performs professional level work to support aspects, programs, outreach efforts to educate on tenant services and the operation of a tenant hotline.

Work is performed with considerable independence and the exercise of independent judgment under the supervision of the Division Manager.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Establishes the Office of Tenant Services outreach programs that assist citizens in accessing resources and educational materials.
  • Prepares and presents updates to the Board of County Commissioners and other governmental and nonprofit agencies.
  • Monitors office and program budgets.
  • Oversees personnel matters, including hiring, discipline, training and development, and performance appraisals.
  • Develops and maintains effective working relationships with other departments, divisions, external partners, and community groups.
  • Oversees the Office on Disability, including maintaining involvement with the advisory board and providing guidance to the liaison as needed.
  • Reviews the work of social services staff to ensure eligibility requirements are met and quality services, including excellent customer service, are provided.
  • Develops policies and procedures and ensures compliance with County policies, procedures, and administrative guidelines.
  • Collects, reviews, and analyzes data and reports findings to the Division Manager.
  • Performs other related duties as assigned.
 
Minimum Qualifications
  

Bachelor's degree from an accredited institution in Business, Public Administration, or Social Service and five (5) years of professional administrative or supervisory experience.

In lieu of the degree requirement, additional relevant experience may be substituted on a year-for-year basis.

 
Preferences
  

Experience with Social Services and Public Speaking.

Demonstrated knowledge of national, state and local laws related to tenant rights and protections.

Proficiency in Microsoft Office.

Proficiency with case management database systems (LegalServer and Adsystech).
