This role provides both technical instruction and licensed operational support for the Utilities Department’s workforce development initiatives. This role serves as a licensed water/wastewater professional responsible for delivering the H2O Pipeline Dual-Enrollment Program in partnership with Orange County Public Schools (OCPS) while maintaining operational proficiency by participating in treatment plant operations, process control, and compliance activities during non-instructional periods.
Work is performed with considerable independence under the supervision of Program Manager. Performance is reviewed through observations, reports and results achieved.

| Representative Duties /Assignments |
| |
Duties may vary based on area of assignment. The following are representative duties; it is not the intent to capture all duties performed by this classification.
- Delivers the H2O Pipeline Dual-Enrollment curriculum to high school seniors in partnership with OCPS, including classroom and laboratory instruction aligned with FDEP Class C Wastewater Operator standards.
- Mentors and advises students, providing exam preparation, career guidance, and transition support into the post-graduation apprenticeship.
- Coordinates dual-enrollment activities with OCPS and ensure compliance with instructional policies, FDEP requirements, and safety procedures.
- Serves as a licensed technical operator or expert during non-instructional periods, supporting operational coverage needs, on-call response, and field supervision.
- Supervises and mentors apprentices and trainees in real-time operational environments to maintain process control, safety, and maintenance standards.
- Supports internal technical training for Utilities staff preparing for FDEP licensure or advancement.
- Manages program logistics and compiles required documentation and performance data for County, OCPS, and regulatory reporting.
- Participates in curriculum review, apprenticeship placement coordination, and strategic workforce development planning.
- Performs other related duties as assigned.

| Minimum Qualifications |

Applicants must meet the requirements of one (1) of the three following qualification pathways:
- Occupational Experience Pathway
High school diploma or GED and six (6) years of full-time occupational experience in water or wastewater operations. Must possess and maintain a current Florida Department of Environmental Protection Class A, B, or C Water or Wastewater Operator License in good standing. Ability to pass level 2 background screening through Florida Department of Law Enforcement and FBI via the AHCA Clearinghouse
- Bachelor’s or Associates Degree Pathway
Bachelor’s or Associates degree from an accredited institution in Agriculture, Biology, Biochemistry, Biophysics, Chemistry, Earth Science, Ecology, Microbiology, Physical Science, or Physicsand two (2) years of full-time occupational experience in water or wastewater operations. Completion of a state approved apprenticeship program OR completion of a state approved career and technical education training program OR a current Florida Department of Environmental Protection Class A, B, or C Water or Wastewater Operator License in good standing.
- Certified Teacher Pathway (no operator license required)
FLDOE State Certificate in Biology (grades 6-12), Chemistry (grades 6-12), or Earth/Space science (grades 6-12).
Must possess and maintain a valid Florida Driver’s License.

Teaching or training experience with high school or adult learners. Experience supervising technical staff or apprentices. Familiarity with water or wastewater treatment, SCADA, LMS, Maximo, Canvas, Skyward, and Microsoft Office applications.
