General Functions |
|
This position oversees and coordinates environmental policy activities across Orange County programs. Assists the Department Director and/or Deputy Director by coordinating environmental policy initiatives and leading cross-departmental activities, developing operational policies and reports. Coordinates and promotes sustainable development practices in the development review process to ensure future development is resilient and durable. Represents Orange County's environmental policy interests in regional, state and national forums.
Work is performed with considerable independence under the general supervision of the Department Director and/or Deputy Director. Performance is reviewed through observations, conferences, reports and achievement of desired results. |

Representative Duties /Assignments |
|
Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.
- Recommends rule and ordinance revisions pertaining to environmental regulations in Orange County Code. Attends and/or presents at public meetings, hearings, advisory boards and the Board of County Commissioner meetings.
- Coordinates and promotes sustainable development practices in the development review process to ensure future development construction is resilient and durable. Works with Planning, Zoning, Environmental Protection, Development Review Committee (DRC) Office and others on sustainability practices.
- Coordinates interdepartmental activities related to updates to the Orange County Code and Administrative Regulations to ensure environmental compliance. Provides guidance and assistance in drafting County policies and procedures.
- Coordinates and implements activities to improve policies and practices through the County's Innovation Lab. Partners with the Chief Innovation & Emerging Technology Officer.
- Coordinates with departments and staff to determine environmental impacts on the County and prepares position statements and comments. Partners with the Chief Sustainability & Resilience Officer.
- Prepares official County responses to pending legislation and attends rule-making sessions as needed, negotiates agreements with other agencies. Provides for a coordinated, thorough review of all pending federal and state legislation for protection of the environment.
- Negotiates changes to proposed legislation and regulations through meetings with state and federal officials.
- Performs other related duties as assigned.

Minimum Qualifications |
|
Bachelor's degree from an accredited institution and six (6) years of experience in the fields of planning, permitting, regulatory compliance, or program management in the subsequent area. In lieu of the degree requirements additional relevant experience may be substituted on a year for year basis. |

Preferences |
|
A degree in Environmental Engineering, Civil Engineering, Biology, Environmental Law or Natural Resources, or a closely related field.
Experience with local government processes, environmental regulations, permitting, and enforcement actions. |
