ENGINEERING TECHNICIAN IV

General Functions
  

Performs a broad variety of highly skilled, complex and difficult assignments of a very responsible nature requiring the exercise of considerable independent judgment and knowledge in surveying, inspection, drafting, administration and related fields in the Public Works Department.

Work is performed under the guidance of the Engineering Supervisor using independent judgment and is reviewed on a regular basis through observations, and results achieved.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Supervises groups of employees engaged in moderately complex drafting functions.
  • Serves as a technical assistant under direction of a Professional Engineer.
  • Prepares mathematical computations and conducts data analysis for the implementation of projects.
  • Maintains timely and accurate documents and inventory to include supply requisitions, work orders, vendor invoices, digital photographs and other operational related forms and documents.
  • Investigates complaints and recommends appropriate actions.
  • Conducts field inspection of sites and prepares report of findings and recommendations.
  • Researches and interprets industry regulations and standards to determine applicability to each project and make determinations.
  • Provides field inspection and ensures compliance, and provides direction to employees/contractors based on findings of compliance or non-compliance.
  • Prepares various types of plans reports, sketches, and presentations
  • Performs other related duties as assigned.

Development Engineering

  • Reviews and processes Right-of-Way/Underground Utility, Excavation, Fill and Mass Grading permit applications.
  • Reviews plans, verifies cost relative to underground utility and right-of-way utilization construction being performed by utilities and private contractors or citizens within the County area covered by general law.
  • Interprets FDOT maintenance of traffic standards and determines applicability to each project.
  • Conducts lane closure analysis and determines appropriate hours to minimize traffic congestion.
  • Provides guidance to customers in relation to new, existing and modifications to existing permits.

Stormwater Division

  • Answer all floodplain inquiries by the public and participate in public outreach events
  • Research information necessary to issue permit or flood zone determination letters (e.g. Construction Plans, Plat, Old FIRMs, etc.).
  • Update floodplain database (e.g. input elevation certificates, LOMAs, and floodplain permits information).

Traffic Engineering Division

  • Performs installation, maintenance, troubleshooting, and repair of traffic signal and data communications systems, including field switches, video equipment, CCTV, UPS backup systems, fiber optic cabling, and IP-based network equipment to ensure reliable system operation.
  • Configures, programs, and troubleshoots traffic signal communications and network equipment, including adaptive processors, SDLC monitors, DIN relays, switches, and associated devices.
  • Monitors, evaluates, diagnoses, and resolves traffic signal and network communication system issues; responds to system malfunctions and performs corrective actions in the field as needed.
  • Assists in the analysis, design, and implementation of traffic signal and data communications network configurations; monitors system performance and recommends improvements.
  • Develops and maintains technical drawings, specifications, IP addressing schemes, standards, and documentation related to traffic signal communications infrastructure.
  • Reviews ITS and traffic signal communication construction plans; inspects contractor installations to ensure compliance with design specifications and applicable standards.
  • Coordinates with vendors, Traffic Management Center (TMC) staff, traffic signal technicians, and external agencies (including FDOT and local partners) to support system integration, upgrades, and joint projects
  • Assembles, installs, and maintains communication-related traffic signal equipment, including wireless radio systems, fiber optic networking, and vehicle detection technologies.
  • Performs other related duties as assigned.
 
Minimum Qualifications
  

High School diploma or equivalent and five years of relevant engineering experience.

Based on area of assignment, may be required to possess and maintain a valid State of Florida Drivers License by date of hire.

Traffic Engineering

Vocational training in Fiber Optics Communication and four (4) Years of experience in network administration, network troubleshooting, programming, and design. An equivalent combination of education or experience may be substituted.  Comprehensive understanding of operating system layers 1, 2, and 3.

Must obtain and maintain the State Maintenance of Traffic training within three (3) months of hire.

Must obtain and maintain the International Municipal Signal Association (IMSA) Level I certification within twelve (12) months of hire.

Must obtain and maintain the International Municipal Signal Association (IMSA) Level II certification within twenty-four  (24) months of hire.

 
Preferences
  

Development Engineering

Knowledge and/or experience in plans preparation/ plan review of Lot grading plans, right-of-way utilization plans and permits.

Roads & Drainage Division

Proficient in Microsoft Office, AutoCAD and ArcGIS.

Ability to read and interpret construction plans, surveys, plats and aerial topo maps.

Stormwater Division

Proficient in Microsoft Office, AutoCAD and ArcGIS.

Permitting experience with Land Development Management System (LDMS)

Experience with document management (DM)

Certified Floodplain Manager (CFM) with the American Society of Floodplain Managers (ASFPM)

Traffic Engineering

Associate degree in Network Administration or equivalent.

Proficiency with Microsoft Windows operating systems, Microsoft Office, and a wide range of industry tools including: SolarWinds, Network Atlas, Angry IP, Network Desktop, MioVision, Intelligent Configuration, EDI, ECComm, Bosch Configuration Manager, MaxView, MaxTime, Tactics, Milestone, GridSmart, Opticom Central Manager, Opticom OnSight, Putty, AutoScope, VRAS, Blue Max, Iteris Velocity, Glance, Rhythm, Clary UPS, Alpha UPS, CPR4 Loader, TrafficLink Remote Access Client, and VLC Media Player.
