| General Functions |
| |
This is a responsible supervisory and/or administrator position involving supervising section staff on contracts and procurements or coordinating an administrative function depending on the assigned area. Advises and trains staff as well as assigning and reviewing work for accuracy and completeness.
Work is performed with considerable independence under the general supervision of the Division Manager or Assistant Manager as assigned. |

| Representative Duties /Assignments |

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.
Administrative Services
Facilities Management
- Supervises the contract and procurement work of Administration staff and ensures its accuracy and completeness.
- Reviews and approves scope of services for the term contracts to include Invitation to Bid (IFB's), Requests for Proposals (RFP's), and Requests for Qualifications (RFQ's).
- Reviews and approves technical evaluations for award of term contracts.
- Provides support and guidance to Facilities Management staff to address vendor/contractor performance issues and to resolve procurement related issues including contract provisions interpretation and clarification.
- Reviews and approves sole source, emergency procurements, purchase orders, change orders, to ensure requests meet procurement guidelines.
- Reviews monthly credit card purchases to ensure purchases made meet procurement guidelines.
- Assists with annual budget process including preparing estimates of term contract expenditures.
- Performs other related duties as assigned.
Convention Center
Contract Management
- Serves as Contract Administrator for service partner contracts such as food service vendor, business center, audio/visual, and other operational or revenue-generating contracts..
- Serves as Center's liaison with County Purchasing on contract issues, contract development, solicitation processes, and compliance matters.
- Works with Center staff on revenue, expense service and key supply/equipment contracts.
- Advises and reviews staff development of Scopes of Work/Specifications for services, key supplies/equipment contracts. Recommends best method of contracting for a given service.
- Negotiates terms and conditions on complex service long-term contracts having a direct impact on revenue, expenditures, and operations.
- Facilitates the development and maintenance of the contract and procurement Standard Operating Procedures.
- Provides support and guidance to Center staff to address vendor/contractor performance issues and to resolve procurement related issues including contract provisions interpretation and clarification.
- Assists with annual budget process including preparing estimates of term contract expenditures.
- Meets the Center of Hospitality (CoH) standards.
- Performs other related duties as assigned.
Lease Management
- Supervises and directs professional and administrative staff in leasing of exhibition space, meeting room space, parking lots, and storage areas.
- Works closely with management and sales staff to establish equitable agreements with clients. Coordinates internal review processes for client requests requiring management or legal approval.
- Oversees collection of rental deposits and works with Fiscal & Operational Services to ensure accurate billing in accordance with lease agreements.
- Interprets general legal terms, including those associated with real estate lease agreements, as well as commercial liability and auto insurance provisions, and verifies client compliance with applicable insurance requirements.
- Coordinates rate analysis and recommended changes for rental and services.
- Analyzes and recommends changes to client related operating policies.
- Interprets the Center and client rights and responsibilities and provides guidance to clients, management, sales and service delivery staff.
- Serves as the liaison between Orange County's , clients' contract executives, legal counsels and Risk Management regarding client agreements.
- Meets the Center of Hospitality (CoH) standards.
- Performs other related duties as assigned.

| Minimum Qualifications |
| |
Administrative Services (Facilities Management) & Convention Center (Contract Management)
Bachelor's degree from an acredited institution in Business, Accounting or closely related field.
Five (5) years of experience in contract administration, negotiation and/or purchasing.
In lieu of the degree requirements additional relevant experience may be substituted on a year for year basis.
Convention Center (Lease Management)
Bachelor's degree from an acredited institution in Business, Marketing or closely related field.
Five (5) years of experience in lease/contract administration, convention/hotel sales, legal, convention/hospitality industry or other closely related experience.
In lieu of the degree requirements additional relevant experience may be substituted on a year for year basis. |

Three (3) years of supervisory experience.
Certified Compliance Administrator (CCA) with the American Contract Compliance Association or a Certified Professional Public Buyer (CPPB).
