UTILITIES SUPERVISOR

General Functions
  

This role supervises and coordinates utility, construction, and solid waste field operations to ensure the safe, efficient, and compliant delivery of services. Responsibilities include planning and directing the work of assigned personnel, coordinating staffing, equipment, materials, and other resources, supporting routine operations and emergency response activities, and maintaining continuity of operations during service disruptions, severe weather events, and other urgent operational needs. This role communicates and collaborates with internal departments, contractors, vendors, and emergency response partners to support operational objectives while ensuring compliance with County policies, safety standards, and applicable regulations.

Work is performed with considerable independence and the exercise of independent judgment under the general supervision of the department manager or other designated supervisor.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Supervises and coordinates field crew response during after-hours emergencies, service disruptions, system failures, solid waste service impacts, landfill-related emergencies, severe weather events, and hurricane-related operations.
  • Coordinates staffing coverage, crew availability, overtime, equipment, and resources needed to support urgent operational response, service restoration, solid waste service continuity, and construction-related operational needs.
  • Supervises and coordinate assigned field crews engaged in utility, construction, and solid waste field operations, maintenance, emergency response, and service restoration activities.
  • Communicates and coordinate with internal teams, contractors, vendors, Fire Rescue, Emergency Management, and leadership during after-hours and emergency response activities.
  • Coordinates staffing, equipment, materials, and resources needed to support routine operations, urgent service needs, construction-related field activities, solid waste operations, system failures, and emergency response events.
  • Documents emergency response activities, including incidents, landfill-related events, staffing response, resource utilization, work performed, and operational issues.
  • Maintains operational records and provide supervisory input related to field activities, incidents, employee performance, attendance, training needs, coaching, performance documentation, and corrective action recommendations.
  • Utilizes work order, asset management, GIS, and other operational systems to coordinate work activities, document field operations, and maintain required records.
  • Performs other related duties as assigned.

Field Operations

  • Provides leadership and coordination for field crews during after-hours emergencies, service disruptions, system failures, severe weather events, hurricane operations, landfill incidents, and other critical operational needs.
  • Participates in one-call rotations and provides after‑hours leadership support during major events, severe weather, or other critical operational demands to ensure service continuity and effective emergency response.
  • Documents emergency response activities, including incidents, staffing actions, resource utilization, operational issues, and work performed in applicable County systems to support accuracy, accountability, and operational review.
 
Minimum Qualifications
  

Associate’s degree from an acredited institution in Business Administration, Construction Management, Solid Waste Management, Emergency Management, Operations Management, Environmental Science, or a related field.

Five (5) years of experience in utility, construction, or solid waste field operations, including maintenance, service restoration, emergency response, and supervision or leadership of field crews. Experience coordinating personnel, equipment, materials, and resources in support of operational and emergency response activities is required.

In lieu of the degree requirements additional relevant experience may be substituted on a year for year basis.

 
Preferences
  

Experience in utility, construction, or solid waste field operations, after-hours response, emergency coordination, service restoration, landfill operations, severe weather response, hurricane-related operations, or coordination with emergency response partners.

Proficiency with Microsoft Office applications and operational systems, including work order, asset management, GIS, or electronic documentation systems.
