General Functions
  

The Veteran Service Officer (VSO) is responsible for overseeing all aspects of the office's operations, programs, and advocacy initiatives in support of military veterans, service members, and their families. The VSO provides strategic vision and direction, manages a multidisciplinary team, ensures compliance with applicable laws and regulations, and cultivates partnerships with government agencies, nonprofit organizations, and the veteran community.

Work is performed with considerable independence under the supervision of the Senior Program Manager. Performance is reviewed through observations, reports, and results achieved.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties; it is not the intent to capture all duties performed by this classification.

  • Acts as the subject matter expert on veterans’ benefits, providing crucial interpretations of federal and VA laws, regulations, and medical information to staff, veterans, and dependents; stays abreast of legislative changes impacting benefits.
  • Build and maintain relationships with local veteran organizations, nonprofits, government agencies, and community partners at local, state, and national levels. Represent the office at local, regional, state, and national veteran events, conferences, and forums.
  • Ensure accurate and timely assistance to veterans and their families by overseeing the preparation, submission, and follow-up of claims.
  • Provide leadership and direction, including staff supervision and performance evaluation, while fostering team cohesion through meetings and training that support staff development.
  • Oversee daily operations of the main office and satellite locations; monitor and improve workflows for enhanced efficiency. Identify and pursue grant opportunities to enhance services for veterans.
  • Establish, coordinate, and participate in community outreach events, including but not limited to resource fairs, veteran town halls, and commemorative ceremonies.
  • Respond to inquiries from congressional offices and elected officials on behalf of veterans. Prepare reports and updates to support legislative advocacy or respond to constituent concerns.
  • Prepare, manage, and monitor the annual office budget. Track expenditures, approve purchases, and ensure fiscal responsibilities in line with county policies.
  • Prepare monthly, quarterly, and annual reports for county leadership.
  • Develop, establish, and enforce standard operational procedures for the Veterans Services Office and ensure compliance.
  • Develop and maintain contingency plans for office operations in the event of emergencies or service interruptions; ensure continuity of services during crises, including remote access solutions and communication protocols.
  • Perform other related duties as assigned.
 
Minimum Qualifications
  

Bachelor’s degree from an accredited institution and five (5) years of experience in veterans’ benefit administration, program or office management, or casework. Experience must include supervising staff, managing operations, and working with community partners. In lieu of the degree requirements, additional relevant experience may be substituted on a year-for-year basis.

Must attain Florida Department of Veterans' Affairs Service Officer certification within one year of hire.

 
Preferences
  

Cross accreditation with multiple Veteran Service Organizations.

Must demonstrate intermediate proficiency with Microsoft Office Suite, case management software (VetPro), document and records management, and collaboration tools.
