PROGRAM COORDINATOR

General Functions
  

This key position is responsible for professional and administrative work associated with planning, coordinating and managing various aspects of a program or division within a department.

Work is performed with considerable independent judgement and is under the direction of the Program manager and is reviewed through periodic conferences and reports.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties; it is not the intent to capture all duties performed by this classification.

  • Oversees and coordinates division programs.
  • Monitors vendor contracts and internal purchasing functions to ensure compliance with County regulations.
  • Provides day-to-day supervision of employees and on-call professionals.
  • Trains new employees to perform all duties in a consistent manner with adopted and/or established policies and procedures.
  • Prepares, reviews and approves purchasing documentation such as credit cards, delivery orders, receivers, and change orders.
  • Acts as a liaison with external agencies and organizations.
  • Maintains files and statistical reports related to this program.
  • Performs other related duties as assigned.

Neighborhood Services

  • Conducts special project assignments and provides administrative support to the Pine Hills IND program.
  • Manages the development of monthly Advisory Board meetings and related functions, including coordination with the Orange County’s Agenda Development Office.
  • Researches, analyzes, and evaluates programs, projects, and operational procedures.
  • Manages the special district’s electronic newsletter, including liaising with Orange County Staff and Commissioner’s aides for relevant content pertaining to the Pine Hills Community.
  • Stays informed about local developments, businesses, and events. Attending evening meetings and occasional weekend events promotes stakeholder engagement and helps understanding community needs. Investigates conflicts, provides recommendations for resolution, oversees the issuance of field-specific permits, and assists in gathering information for the prosecution of code violators.
  • Develops and updates code compliance policies and procedures to ensure compliance with regulations, Florida Statutes, and County codes.

Parks and Recreation (Aquatics)

  • Schedules and instructs CPR, First Aid, and Lifeguard classes.
  • Performs site inspections and audits at aquatic sites and splash pads for quality assurance and safety.
  • Facilitates and conducts year-round meetings with aquatic staff, parks personnel, the HIPAA and safety committee.
  • Stays current on local state health codes as it relates to aquatics and aquatic facilities.

Utilities (Engineering)

  • Prepares annual Operations and Management (O&M) Budget for Utilities Engineering.
  • Prepares and manages Capital Improvement Program (CIP) database and assists in the biannual overall review of the CIP budget and preparation of the finalized budget for presentation to the Board of County Commissioners.

Utilities (Safety Section)

  • Assists and supports the Safety Team by conducting research and creating written reports and spreadsheets based on information provided and by assisting with field assessments and audits. 
  • Staffs the Emergency Support Function (ESF) 20 position at the Orange County Emergency Operation Center during activation.
  • Schedules Commercial Driver’s License (CDL) renewals, respiratory physicals, fit testing, and hepatitis inoculations for affected employees.

Utilities (Solid Waste)

  • Administers recycling processing contract, including contract compliance, invoicing, financial data, payments and related administrative charges, problem resolution and inspections. Reviews contractor submittals and reports for accuracy.
  • Alerts management regarding any abnormalities associated with contract compliance and operations, incorrect financials, and abnormal recycling data and trends for corrective actions.
  • Assists the Mandatory Refuse Program team.
  • Formulates and issues quarterly and annual reports required by the Florida Department of Environmental Protection (FDEP).

Utilities (Customer Service)

  • Ensures that CIS systems and interfaces are properly functioning and provides guidance and support.
  • Assists with planning, documenting, testing, internal customer service, and project management for current and future information systems operations and projects.
 
Minimum Qualifications
  

Bachelor's degree from an accredited institution in Business Administration, Public Administration, Computer Science, or closely related field and one (1) years of experience in program management, investigative work, or in a field specified by the Department. In lieu of the degree requirements, additional relevant experience may be substituted on a year-for-year basis.

Parks and Recreation (Aquatic Program Coordinator)

Must successfully obtain the following within six (6) months of hire:

  • CPR Certification through American Red Cross.
  • First Aid Certification through American Red Cross.
  • Lifeguard Instructor Certification through American Red Cross.
