PROGRAM MANAGER

General Functions
  

This position is responsible for supervising and administering one or more major programs or projects across a division. The Program Manager leads teams, oversees service delivery, and ensures the successful execution of program goals through community engagement, outreach, and policy implementation.

Work is performed with a considerable degree of independence and the exercise of sound judgment under the general supervision of a department manager or designated supervisor. Performance is evaluated through completed projects, team effectiveness, and achievement of program outcomes.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Leads and manages one or more programs or projects, overseeing daily operations and coordinating staff to ensure efficient and effective execution.
  • Supervises assigned personnel; provides guidance, evaluates performance, and ensures adherence to County policies and objectives.
  • Develops and delivers technical or departmental training to ensure staff competency and continuous improvement.
  • Evaluates program effectiveness, conducts need assessments and prepares performance metrics and reports.
  • Tracks program effectiveness, analyzes performance data, and recommends operational improvements.
  • Ensures compliance with applicable federal, state, and local regulations and standards within assigned program areas.
  • Plans and conduct educational programs, community workshops, and outreach activities.
  • Develops and disseminates educational materials and communications through various channels, including the County websites, social media, and public events.
  • Collaborates with internal and external stakeholders to align program objectives with departmental or regulatory goals.
  • Build and maintain partnerships with community stakeholders, residents, and external agencies.
  • Represents the County at community and stakeholder meetings.
  • Assists with budget monitoring, procurement, and contract management as necessary.
  • Performs other related duties as assigned.

Environmental Protection Division (Natural Resources Permitting & Development Review)

  • Review complex and time-sensitive environmental permit applications and staff reports.
  • Develop, revise, and maintain permitting templates, SOPs, Applicant’s Handbook, and technical documents.
  • Manage contracts for inspections and vendor-provided services.
  • Evaluate environmental reports) to inform future policy.
  • Ensure compliance with the Florida Administrative Code and evolving legislative requirements.
  • Interface with external agencies (FDEP, FWC, Florida Forest Service, Water Management Districts).
  • Provide public presentations and technical training related to permitting processes and natural resources.
  • Ensures compliance with environmental codes and changing legislative mandates affecting permitting timelines.

Fire Rescue Department – Training Division

  • Design, implement, and oversee training programs specific to fire rescue operations.
  • Manage training logistics including scheduling, facilities, and materials.
  • Ensure compliance with NFPA standards and Florida Bureau of Fire Standards and Training regulations.
  • Track and maintain personnel certifications and training records.
  • Lead emergency preparedness drills and after-action reviews.
  • Mentor training personnel and support career development.
  • Familiarity with Kronos and Telestaff software for scheduling and workforce management.
 
Minimum Qualifications
  

Bachelor's degree from an accredited institution in a field specified by the department and two (2) years of experience in program management, project coordination, public administration, community outreach or other closely related experience.  In lieu of the degree requirements, additional relevant experience may be substituted on a year-for-year basis.

 
Preferences
  

Office of Tenant Services

Knowledge of tenant protection laws, facilitation skills for diverse group sizes, or be able to demonstrate such knowledge within six (6) months of hire.

Environmental Protection Division

Requires expertise in FAC 62-340/62-345, wetland delineation, hydric soils identification, native and exotic species management, technical writing, ArcGIS, LDMS, and public presentation skills.
Experience in CDBG, CDBG-DR, or similar disaster recovery program administration is preferred.

Fire Rescue Department – Training Division

Supervisory experience in emergency services training is essential. Familiarity with Kronos and Telestaff software is preferred, along with experience in EMS department operations.
